Under 70c with the fans barely spinning is a pretty good result. In the grand scheme of things, big air coolers like the Noctua D15, Cryorig R1, Phanteks TCP14E all perform as good as or better than most 240mm AIO coolers and do it with less noise. Not to mention the only moving parts are the fans so reliability is much higher.
The best performing fans on the market in terms of CFM and static pressure are (IMO) the Noctua A14 iPPC 3000s @160CFM. The D15 performs extremely well under 250W sustained loads, but struggles when you start to go north of 280W. The thermal performance also starts to stagnate when the fans push past ~2300RPM.

Not review, but I have Noctua NH-D15 coupled with 13700K (2x A15 intake, 2x A14 exhaust w/ Fractal Meshify 2). I can't say too much about comparison with AIO, but here are couple of my usage scenarios: Light browsing, code editing, etc.: ~30c, fans not audible at all. Gaming: around ~60c. CPU fans audible, but not that loud.

With LNA it is 19.2 dBA. The fan has a 4 pin PWM connector. It comes in typical brown color scheme. There are rubber mounts on the mounting holes to prevent the vibration noise. The noctua nh d15 review is a behemoth, coming in at a height of 160mm without fans and 165mm with fans installed.
I've used various cases to accommodate my NH-D15. Phanteks Enthoo EvolvITX (when I had a mITX board), Fractal Design R5 and, lately, a Fractal Meshify C. Anything with >165mm CPU cooler clearance is fine. For improved airflow, you're looking for something with a mesh front panel (or similar). Beowolfbreko.
The thermal performance of the Noctua NH-D15 is beyond amazing. This is expected from a beefy dual-tower cooler but the surprising part is that the NH-D15 does everything while being the quietest at the same time (more on that below). Even though our Ryzen 5 3600 was consuming an average of 75-80W with a core voltage of 1.347v.
